Position Overview
Works under the direct supervision of the Executive Director and is responsible for conducting legal research and representing the Arkansas Public School Resource Center (APSRC) in hearings and providing legal assistance to charter schools and rural districts who are members of APSRC.
Researches previous cases, decisions, state and federal statutes, case law, state and federal rules and regulations as required.
Researches, reviews and interprets statutes pertaining to APSRC’s activities and membership.
Drafts positions on proposed legislation and rules that affect APSRC memberships.
Writes briefs, motions and pleadings as required.
Provides technical assistance to charter school applicants in preparing charter applications and regulatory compliance.
Reviews and analyzes APSRC reports and records as required.
Represents APSRC at legislative hearings, administrative hearings and other meetings as required.
Drafts legislation and regulatory amendments.
Provides direct legal assistance to APSRC member schools and entities.
Knowledge and Skills:
Knowledge of state and federal laws and regulations.
Knowledge of legal research and writing techniques.
Ability to research, analyze and interpret legislation and case-related information for APSRC membership.
Ability to prepare, present and review oral and written information and reports.
Ability to utilize word processing and spreadsheet software applications.
Minimum Qualifications
Licensed to practice law by the State Board of Law Examiners; plus three years of legal experience in Arkansas, preferably in the field of education; knowledge of state and federal laws and regulations; knowledge of legal research and writing techniques; ability to research, analyze and interpret legislation and case-related information for APSRC membership; ability to prepare, present and review oral and written information and reports; ability to utilize word processing and spreadsheet software applications.
